"Automatic reply settings cannot be displayed" in Office Outlook

We have an issue where all users of Office Outlook (LTSC Standard 2021) cannot use the app to set an OOO message.  As soon as the automatic replies button is pressed we get this error: "Your automatic reply settings cannot be displayed, because the server is currently unavailable. Try again later."  

We currently have everyone just use Outlook webmail to change this.  We have an on-prem Exchange 2019 Server.

This happens for all users of individual mailboxes (shared email addresses are always covered so we've never checked on them).  All users have their own dedicated PC though there could be old user profiles or IT profiles saved locally.

I have uninstalled and reinstalled Office/Outlook as well as removing the profile in control panel and setting up access anew.  Neither changed anything.

Also, upon loading https://outlook.XxxxxxxXxxxxxXx****/EWS/Exchange.asmx (from the autoconfig checker, redacted XML at end of post) Chrome objects to having too many forwards, while Firefox requests a user/pass and then generates this output:

    Hi,

    This issue usually happens when Outlook Anywhere has been enabled but AutoDiscover hasn't been configured properly for your domain or hasn't been published at all.

    You can run the Test E-mail AutoConfiguration to see if AutoDiscover has been configured for your Exchange environment.
