According to my research and testing, please check the permissions of the current user , you need to verify that the user account that is performing this procedure is a member of the site Owners group.

Check if ShortPoint SPFx has been successfully deployed or why it failed and id by looking the App Package Error Message column in the app catalog.
Go back to the app catalog, delete the app and upload and deploy it again.
