Azure Dev/Test subscription offer to MCA-E Customer?

My customer recently signed for MCA-E and wants to use Azure Dev/Test subsctipion. As far as I know, for Azure dev/test offer, users need to have Visual studio subscription. To offer correctly, do I need to propose customer to purchase visual studio subscriptions to use Azure dev/test subscription?

Yes, Azure Dev/Test pricing is offered exclusively to active Visual Studio subscribers. The use of resources within this subscription is restricted to developing and testing applications, with no uptime guarantee. Your Azure Dev/Test discounted rates continue as long as you maintain your Visual Studio subscription.
