I see you're encountering an error when trying to book a Microsoft certification exam. I found an open thread where multiple users are experiencing the same issue. I suggest referring to the thread below and following the solution provided by MLawrence_Y1:
"If you are living in the USA or Canada, it is best to have the state abbrevriated to two characters. Additionally, using the latest Microsoft Edge, clearing your cache, cookies and history as well as utilizing the InPrivate/Incognito mode will minimize browser related issues."
