Question

I'm trying to create b2c users with country KP (North Korea), IR (iran) , CU (cuba) , SY (syria) but the respective countries are missing differently from what is indicated in the documentation.

The mentioned countries might be restricted or not listed due to regulatory or compliance reasons. If the documentation indicates that these countries should be available, but you are unable to select them, it may be due to recent changes in policies or discrepancies in the documentation.

As, @S.Sengupta said Yes, Azure AD B2C is not available in North Korea, Iran, Syria, Cuba, and other countries and regions where U.S. or other applicable laws and regulations prohibit the provision of services.

Microsoft is committed to complying with all applicable laws and regulations, and as a result, certain Azure services may not be available in certain countries or regions.
