Guest Users With 365 Group Access Denied Access to Sharepoint Site

My Organization has created a share point site with customer marketing materials that have restrictions based on the agreement we have in place with our customer. within the site there are folders that are restricted to the 3 levels of customer using the groups within sharepoint. the sharepoint groups contain 3 o365 groups. i have created a test guest user in entra and added them to one of the groups and they should inherit permissions to access the site and the folders within the sharepoint site according to their access level. but when i try and access the site with my test guest user i get the error access denied.

I have the site set to external sharing anyone in sharepoint admin centre -> active sites -> sharing but i still cant generate a link for share the link with anyone and i think this might be my issue

    Please check following settings to enable anyone link in the SharePoint.

    1.Enable external sharing in the tenant level. Go to SharePoint admin center -> Polices -> Sharing -> Set Anyone in the Content can be shared with section.

    2.Enable external sharing in the tenant site level. Go to SharePoint admin center -> Sites -> Active sites -> Select the site -> Sharing -> Set Anyone in the External sharing.

    3.In the site collection -> Site settings -> Site collection features -> Deactivate Limited-access user permission lockdown mode.

    4.Browse to the site and edit the URL by adding the following string to the end of it: /_layouts/15/people.aspx?MembershipGroupId=0 -> Select the person from the list, and then on the Actions menu, select Delete Users from Site Collection.

    5.Share the site or folder with the external user through anyone link.
