Why is this log alert not triggering?

I made a simple alert to test a simple log search. This takes two heartbeats, so every time the query runs, it will have two.
As far as I know with these settings, every 5 minutes it runs the query. Is row count greater than 1? (shouldn't it always be?), then alert. It never alerts. If you look at the bottom, it's always zero. Why is it zero? I just want to make a simple row-based alert.
