restore azure mysql flexible server failed

I tried to restore my MySQL flexible server but it keep failed. The error message said: "

But no further details. I checked the restore rule in the help doc, it said:"Point-in-time restore: is available with either backup redundancy option and creates a new server in the same region as your original server." I tried to restore to another region, but it still failed.

I tried to open a support request with 'service and subscription limits', but it asked me to fill what type of limits I request to increase, which I have no idea.

Can anyone help on this issue? Thanks a lot!

    It looks like you’re encountering a region restriction issue when trying to restore your MySQL flexible server.

    Enable region

    Your subscription might not have access to create a server in the selected region. To resolve this issue, file a support request to access a region.

    If you see the following errors, file a support ticket to enable the specific region:

    • Subscription 'Subscription name' is not allowed to provision in 'region name
    • Subscriptions are restricted from provisioning in this region. Please choose a different region. For exceptions to this rule please open a support request with the Issue type of 'Service and subscription limits.
