Honestly the pattern is obscure but the issue was with my state which is Jalisco, México I had to use JA and it worked. Thanks for the help and pointing it out. I hope the team can provide an actual list of states we don't need to guess how to input the state value.

I encountered the same issue. It seems that for countries or regions other than the United States, the state name must be filled in by the user, and it should be an abbreviation rather than the full name. The frustrating part is that there is no reference table or rule explanation, and there are no clear error messages; one has to try it out themselves.

Usually the error code 2931 indicates that a required field is missing. Please make sure you have filled all the sections in the registration form.

Not only the required fields, please fill all fields. For example, State/province is not shown as required, but you still need to fill it. You can refer to this thread: https://learn.microsoft.com/en-us/answers/questions/1614334/microsoft-edge-developer-account-registration-erro?source=docs.
You could provide the screenshot of the form data and hide your personal information part.
