Surface Pro stuck on update screen

Question

Surface Pro is stuck when rebooting after in clicking on install updates. Scree shows Surface and I see the dots circling and message says updating your system. It seems to be fine until it reaches 14% at which point it does not go beyond 14%. I have shut down and restarted multiple times and also tried power and volume button reset and is always gets back to 14% and then does not go beyond.
