I can't submit to the store - "Unable to submit. Please try again later."

Question

My UWP for Xbox app/game passes the validation when packaging and the package properly validates when added the Partner site. My submission has all sections complete with green checks and all.

I'm ready to publish.

Every time I hit the "submit to the store" button I get this error: Unable to submit. Please try again later.

I tried every trick in the book with no luck...until I got aggressive.

I deleted my submission (which I had started a few years ago) and created a new submission.

This time when I went to publish I got a more verbose message stating that I had to update my tax and payment info. I updated my tax and payment info and everything is good now. My little game has been certified and is available on Windows and Xbox now. yay!
