Sharepoint 2019 - Approved app - unable to install provider hosted app

I have a provider-hosted App that I've added tenant rights for. When I try to update the app it has an error saying "Your tenant administrator has to approve this app. Request Approval."
I then clicked on the 'Request Approval' link, then went over to App Requests and Approved the app with the following settings:

When I go back to the site and look at my requests it shows the app as approved. If I click on the app while I'm on that page it only gives me the option to remove the request from the view, but doesn't give me any option to install it. If I go back to the 'Apps You Can Add' section, and try to add the app through there I still get the same error: "Your tenant administrator has to approve this app. Request Approval."

I've also tried approving it with the same settings except putting 999 for the number of User licenses, but I still receive the same error. How can I get this app to install?
