Can we give permission on files or folder using shims?

Can we grant permission on files or folder using shims created by ACT tool? If yes than which is better shims or Icacls?

    Based on my research, it seems complex to meet your demand by shims.

    Generally, we always use Icacls change file and folder permissions.
