It would be best to provide your customers with the DotNet 3.5 Installer which is freely redistributable and would be easier for your customers to use, since it is a proper installer, rather than cab files . . .

My company needs to get our customers to install .Net Framework 3.5 offline, we are wondering if the source files from a Windows installation are able to be redistributed, specifically the one below:

Microsoft-Windows-NetFx3-OnDemand-Package~31bf3856ad364e35~amd64~en-US~.cab
We need these systems to remain offline for security reasons and they cannot use Windows Updates to install .Net Framework 3.5. Will we be able to send this to our customers to update their machine without any issues? In other words, can we redistribute to our customers, to update their Windows systems offline?
