The link is assoicated with Settings App. Are you able to launch Settings App regardless?
A common fix is to rename C:\Windows\ImmersiveControlPanel to (for example) C:\Windows\ImmersiveControlPanel.old, then run sfc /scannow to rebuild the folder.
