Cant open notepad as admin

Since the last update, I can no longer open notepad or Wordpad as admin Right-clicking gives me the option to run as admin but it does not open.

I need the option to modify the host's file.

I also tried creating another user with admin powers but still no good

For what it's worth this was an upgrade from windows 7.

    Tried that. Any run as administrator order dies not work.

    How about opening File Explorer as admin in order to open the destination?

    Yes thanks, now just says need admin approval but wont give me option to do as admin. Grrr

    What I do is keep a copy of hosts. in my Documents folder. When I want to update it, I edit that file, then copy it to the correct folder. When I copy it, I''m told that I need admin permission to move. I say "yes" and it copies.
