Virtual Machine reservation with status = failed

I have a Standard F4 virtual machine that I'm attempted to create a 3 year reservation for. After purchasing the reservation it was showing a status of pending on the reservation section of the azure portal. A few minutes later the status changed to failed. Does this mean my purchase failed? Does this mean that the purchase went though but the discount is failing to be applied to my VM? In either case how do I fix a reservation with the status of failed?

2020-06-11T20:20:41.673+00:00 Thanks for the reply! Using the instructions on the link you sent I attempted to exchange the reservation. This didn't work and I received the error that a reservation in this state can't be exchanged. Do you know what a failed reservation means? I suspect it means that the purchase didn't actually go though but I don't want to duplicate the purchase if it did.
