MCT Enrollment

I am looking to apply for the MCT certification, but each time I navigate to the enrollment tool (https://mcp.microsoft.com/Authenticate/MCT) there is a runtime error with the site.

For the past 4 years, I have taught Office to students of a culinary school and would like to apply with a reference letter. Can you please advise how I can obtain my MCT certification?
