When it comes to signing into/ turning off two factor authentication (since you can't remember your password), you should be able to - if you're using a personal account for a Microsoft service, like alain@harsh.com .com, you can turn the feature on and off.
Unfortunately, if you can't access the MS Authenticator app or login to your profile, you'll have to either remember your password or try to recover your Hotmail account.
