Visual Studio ispac depolyment with TFS

Forgive me I have been working in VS 2010 Visual Studios since 2011. We had a 208R2 server, My company has had no reason to upgrade because of having to rewrite all our programs every time we change versions. We have been using TFS Source control to manage and migrate packages and programs from Test - Dev - Prod directories. There is a established approval process. We have directories set up where when migrate\merge code. Well this year my company has decided we needed to upgrade. New 2019 Servers and 2019 visual studios. I need to understand how the new deploy works and also how that plays with TFS. I just shudder when I am asked for a password on the deployment screen. What is deploy actually going to do? Why do you need a password? If some one can point me to some good reading that can help me understand this. Or has a good enough understanding to explain this in layman's terms. I would appreciate it very much. Thank you
