    Please try the offline installer:

    https://dotnet.microsoft.com/en-us/download/dotnet-framework/thank-you/net481-offline-installer

    OS Version = 10.0.19042, SP = 0.0, Platform 2

Maybe you should upgrade to Windows 10 22H2. Use the in-place upgrade guide here. How to perform an In-place Upgrade with Windows 10 Step-by-Step Guide - Microsoft Community: https://answers.microsoft.com/en-us/windows/forum/all/how-to-perform-an-in-place-upgrade-with-windows-10/7f0b236e-3c6c-4913-9691-c4baa2a6190a
