CPU usage is higher when alt tabbed while gaming instead in full screen mode

I have been a hard time playing CPU dependent games (exp: league of legends, cs2). I noticed that my games should not have such low fps with my specs. I found that my games are actually having higher CPU usage when I was alt tabbing, and the moment I alt-tab back to the game the fps counter is higher than usual. I have been searching online for solutions but seems like I cant find anything helpful, not sure if I am at the right place for asking this. Here are some attachments screenshots, the in game resource monitor is by tapping window+g xbox game bar. I have tried updating the graphic driver through intel driver assistant, and setting the power plan to best performance. The intel diagnostic tool shows no problem at my processor.

the game league is on low graphics settings btw.

i7-1165G7@2.8GHz

Ram: 16GM dual 8gb channel

intel iris XE graphics

    Well, do you have a problem with League of Legends? With full screen, the best way to solve it is to put the average fps in the maximized window?

    I recommend disabling the Xbox Game Bar which consumes resources.
