Problem when trying to create developer account

Hello I always get this error message during the payment process. I tried multible times and with different Microsoft accounts!

I've been getting similar messages for the last 2 days. I posted in the partner-guidance forum as suggested below by Dave Patrick.

On the third day, magically, it worked.
