For the first question, I do not quite understand about "teams app created using this domain chronus@on.microsoft.com using the current partner centre account created". From what I know, if you want to upload your app, please associated the app with the developer account that you registered in the Partner Center.
For the second question, it had shown the warning that tells the request.
I'd suggest you open a free support ticket here: Contact Us. Choose to Contact us, select Dashboard for Topic, and select Account setup and management for issue type. You could talk to the store team directly for a clear answer about this.
