my device can't share diagnostic data to get additional troubleshooting recommendations ....and i can't enable this option

    Do you need to know how to sign in to the Administrator user account? That's easy, I'll show you:

    1- Open your Start menu and look at its left side. You're looking for your avatar - that's the little picture that's associated with your user account. I found an example on the internet:

    2- Click (once) on the avatar, and a little menu will open that shows the other user accounts on your computer. Click on the Administrator account, then enter the password for the Administrator account. Now you have signed in to the Administrator account. (Note: You are still signed in to your own user account.)

    3- Go into the Administrator's Settings app and share diagnostic data as you wish.

    4- To sign out of the Administrator account, open the Start menu and click on the avatar on the left side. The same little menu will open, and this time, click on 'Sign out.' This returns you to the Windows 10 sign in screen.

    5- At the sign in screen, click on your own user account, enter its password, press Enter, and you are now back in your own user account.

    Try activating it via regedit:

    > Type regedit in your Windows search bar and open the app

    > At the new screen, type Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Input\TIPC in the address bar and press Enter.

    > In the right panel, double-click the Enabled DWORD

    > Change its Value data to 1 in order to activate data diagnostic

    > Click on the Ok button

    > Reboot your PC

    > Check if the issue persists
