I have exactly the same problem which is directly related to the Windows 11 downgrade. Will Microsoft address this issue or do we have to move our business elsewhere?
Windows 11 volume control problem
I have a problem with the volume of the output audio.
Before the weekend, whenever I set the system volume to 0, it wouldn't allow sound from any source, and changing it would change it for every source. A few days ago I noticed the audio from a video playing in Firefox was really loud, and the system volume was set to 10. I tried changing the system volume as usual but it did nothing (I changed both with the physical key in the top function bar in the keyboard, with the little icon in the taskbar, and in the settings, but none of them changed the app audio). The same thing happened today with discord.
I managed to change the volume in the volume mixer for the single apps, but why doesn't changing the system volume work? It used to act as a master volume for all apps before.

when i press the button the decrees the system volume is dose't do any effect on any other apps '' chrome youtube etc '' and it only effect when it come to zero 0 then all sound become muted
and turning on the sound to one 1 or one hundred have the same effect as it give maximum volume sound
it should be when i increase or decrease the volume of the system to sync the increase or decrees to other applications
we need help Microsoft it really annoying !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

2023-01-13T19:38:00+00:00 I was having this issue, volume slider and buttons worked but the volume was either mute or loud and unaffected by the number, though volume on other output devices like headphones worked and in-app volume could be changed.
Tried everything recommended I could find online short of reverting my windows install (which is only about 3 weeks old), nothing.
For some reason, a lenovo bios update fixed the issue. No idea why.

2023-04-11T18:21:47+00:00 Having this exact problem on Windows 11 Enterprise 22000.1696. Volume is either excrutiatingly loud (slider setting anywhere from 1%-100%) or off if the volume slider is set to 0.

Kindly reset your sound settings.

Another option is to enable the "built-in" administrator account to isolate the issue:
- On your search bar, type command prompt and select "run as administrator"
- On the command prompt window, type
net user administrator /active:yesand press Enter - Reboot your machine, then login to your admin account, and check if you'll encounter the same issue.
