I understand that you had problems updating Windows.

How long has it been stuck at 99%?

Unfortunately in this case there is not much you can do, you will need to restart your computer and check if the update continues or not.

If not, try upgrading via the Windows 11 ISO.

Use the link: https://go.microsoft.com/fwlink/?linkid=2156295. After completing the download, accept the License Terms, click on the Create option Installation media to another computer, keep the Use recommended options for this computer enabled option, click Next and select ISO file, click Next and the download will start.

With the Windows 11 download complete, open the file (.iso) and run Setup;

In the Windows 11 Setup window, click Change how the Windows installation downloads updates, enable the option Not now and disable option I want to help make Windows Setup even better and click Advance;

Wait for the update to be checked and prepared for installation and Accept the applicable license terms;

Under Choose what you want to keep, select the Keep apps and files option and click Next;

When showing that you are Ready to Install, click Install.

Wait for the percentage up to 100%, during the process, the system will be restarted several times, until a time when the lock screen will be available again.
