Transaction on storage while the app is closed

Hi, I have two apps that have each a storage account. When looking at the metrics for my storage account I see transactions while the apps are stopped, there was also traffic when the app were online, but none of the 3 authorised users were using them.
Here is a screenshot of what I am seeing:

Looking at my meters, I see one has exeeded the limit my over 300%, I have no idea why. I started using Azure on the 20th of June, so it capped really early.
