Intel Management engine not started with windows 10 version 2004?

After doing clean install windows 10 version 2004 os build 19041.264 i have intel Management engine , Intel(R) PCI Express Root Port #14 - A335, Intel(R) PCIe Controller (x16) - 1901, Intel(R) SPI (flash) Controller - A324. All of them not started!! i did not have any problem with previous version my system is acer predator helios 300 CFL Sienta_CFS with cannonlake chipset drivers.
Any suggestions before deleting the whole system and install version 1909?

    It's not just Intel Management but as i stated many intel components failed to start though i have i7-8750 new predator helios . I checked the link you mentioned but frankly i deleted the whole drive and re installed 1909 and all is good.
    There is another issue with version 2004 windows defender always keep catching removed apps or softwares and i guess will not update it again.
