Is missing SQL Server Resource Provider considered as terms violation?

Is SQL Server Resource Provider for AZ VM need to be deployed to every AZ VM where is running SQL Server? When I´m saying need I mean if there is some Microsoft terms about this for example: You can´t run SQL Server on AZ VM without SQL Server Resource Provider. In another words: If I will not deploy SQL Server Resource Provider to my AZ VM where is SQL Server running, is this considered as terms violation?

    In my opinion, it's not violating policy if SQL VM Provider is not registered.

    As per the document, it looks like if you have self-installed SQL in Azure VM it's good to have SQL VM provider registered as it provides added feature benefits in administration - sql-vm-resource-provider-register
