Repeat function disabled... how?

In a document I'm working on the F4 key does not repeat the last action performed. I'm trying to figure out why.

According to documentation I found, function keys might not work if they have been disabled. I never heard of that, but it can't apply because only this document is affected. Anyway, if the function keys were disabled Ctrl+Y would still work, and it doesn't.

I thought that both F4 and Ctrl+Y might have been unmapped or remapped, so I looked for the Repeat command in the Customize Ribbon dialog. It's not there.

This makes no sense. What is Word doing, and how do I fix it?

I returned to the file and found that I can't reproduce the problem. When I encountered I tried closing and reopening the file, and that didn't help, but I didn't quit and restart Word. I suspect something knocked it off kilter and the next time I restarted the problem disappeared. Thanks, I'll write it off as a non-reproducible result.

    The command is EditRedoOrRepeat and it can be found under "Commands Not in the Ribbon" as "Redo," but it is the one without a button image, under the other Redo. If you hover over the listed commands, you'll see that the first one (with the arrow) says "Redo," and the other says "RedoOrRepeat." I can't guarantee that a button would work when keyboard shortcuts are not working, but it's worth a try.

    More likely is that some add-in is highjacking that specific shortcut. Does anything happen when you press those keys? If you start Word is Office Safe Mode (press Ctrl while loading), can you use the command? It's worth noting that F4 doesn't work for as many actions as it once did; that was a complaint with the first Ribbon versions compared to Word 2003 and earlier.
