First, I suggest you, please don't close the notebook, or you may lose your unsync notes.
Since you mentioned, you may go to OneNote.com and you can only view your previous note but not new one, it means your latest OneNote notes are completely synced.
Since the notes are not synced, you may try the following steps to fix the sync error:
- Create a new notebook, make sure it doesn't have a sync issue.
- Go to the problematic notebook > right-click on the page tab > copy them to the new notebook.
Also, you go to OneNote.com (OneNote online) > click to open the new notebook online in your browser > after copy the notes into newly created notebook, click the “Open in OneNote” button to sync the notebook from OneNote.com back to your Windows desktop application.
