To your description, I would like to know whether you are given access to the users by following the below steps:
Select the folder> Share>People in Microsoft with the link> Copied the link and shared it with the users in the company.
If you followed the above steps, I would like to let you know all the content in the shared folder can be accessed by all the users, and even breaking the inheritance of the folder will not have any effect.
If your requirement is that all the content in the folder needs to be accessed by only specific users, you can share the link directly via the above steps. But for the other users who can only view specific files, you need to break the inheritance of the content and do the grant access, here are the steps:
a. Open the Folder> Create different folders (can be accessed by everyone and can be accessed by specific people)
b. Now go back to the main folder> Select the folder> Share> Specific People> Give permission to only the user who can see all the content.
c. Now open the folder> Right-click on the folder can be accessed by everyone> Manage Access> Advanced> Stop inheriting permissions> Grant Access> Give access to other users in the organization.
However, I don't recommend this long process and you can simply follow these steps:
In your main OneDrive> Create two main folders> One folder can be shared with everyone and another folder can be shared only with a few people.
