You can't get a "permanent" license to Office.

You can get a one of the 3 one-time payment license for Office 2021 options, but it only has a 5 year support "life". At the end of 5 years MS will no longer provide support.

I understand that you don't like paying a yearly fee. But, if you can get 6 people in your "family" to share a 365 Family rental, then it only costs US$16.67 per person per year. That is a good deal.

If your needs are simple, you could try the free Office online apps.
Office Online
If your needs are really simple: simple documents like letters etc, simple spreadsheets, slideshows, you may be satisfied with the "Free" Office Online apps. You can access them through OneDrive or the new "Office" applet you may find in your start menu
The Office app in Windows 10 will launch the Online apps if you are not signed in to 365.

There are 3rd party alternatives to MS Office. Some are free. They are very similar to Office, but not identical

There are many free or low cost "alternatives" to MS Office. They have the most of the same functionality as MS Office. The main difference is that they have slightly different menu organization and command names. One of the leading contenders is LibreOffice.
