Memory error starting VM with unused memory available.

I have a Windows Server 2016 Essential Host machine with 16 GB of RAM. I currently have 1 Windows Server 2016 Essential Guest OS running with 7 GB of RAM assigned to it. When I try to create a Windows 10 Pro VM with 2 GB of RAM I get a memory error when I try to start it. I have removed all third party software and updated all drivers and firmware. Task manager and RAMmap both show at least 3 GB of unused memory.

    Hi,

    1. As a test, would you please try to shut down the Windows Server 2016 VM then start the Windows 10 Pro VM, check if it could work?
    2. Please try to enable dynamic memory, check if it could work.

    3. Please also check the Hyper V event viewer, is there any related error logged:

    event viewer --> applications and services logs --> microsot --> windows --> Hyper-v-VMMS -->admin

    event viewer --> applications and services logs --> microsot --> windows --> Hyper-v-worker -->admin
