Setting Default Custom Theme for Excel

I've created a custom default theme (different color scheme, font, etc.). I saved the file as an Excel Template file "Book.xltx" in the folder "...\Excel\XLSTART".

When I open a fresh new Excel file, the file that is created is named "Book1" and the theme I created are all there and well (colors, font, etc.).

When I open a SECOND new Excel file (Book2, Book3, etc.), it seems as if Excel no longer takes my default template file into account and reverts to the initial Excel default settings.

Is this normal behavior or is there something wrong with my setup?

    I cannot send a screenshot as this is a secure work station.

    I can confirm this information however:

    1. Trusted Excel Start Location: Yes
    2. I had my template file in the ...\Roaming\Microsoft\Templates\Document Themes folder. I copied the theme file in the ...\Templates folder as you suggested, and it did not solve the problem.

    Also, I tried changing the name of the Theme file, from "Theme1" to "Theme". I know the exact name has an impact on the "Book.xltx" behavior, whether Excel recognizes it or not. Even though I changed the "Theme" file name, as per my understanding, this doesn't have an influence on Excel's behavior. The "Book.xltx" file does.

    If you go to the location where the template is stored, and double-click the template to create the new files based on this template, will the same problem happen?

    Per your description, when you open the default custom theme in Excel, the second file will not apply the custom theme.

    To help you better, could you please provide more information for me? So that we could test on our side:

    1. A screenshot of your Office Product Information(open Excel>File>Account>capture a screenshot of the Product Information column).
    2. You mentioned "I saved the file as an Excel Template file "Book.xltx" in the folder "...\Excel\XLSTART".", may I confirm that whether you mean the location under Trusted Locations like mentioned in this article: Customize how Excel starts (microsoft.com)?
    3. If you save the template to other location like C:\Users<user name>\AppData\Roaming\Microsoft\Templates, will the same problem happen?
