Remove space before the FOOTNOTE SEPARATOR when Widows & Orphan Deactivation doesn't fix it!

I tried to remove the space before the Footnote Separator by removing the Widows & Orphan function from the paragraphs and was unsuccessful. I figured something in the developer mode could alter this defect but am not sure as to what it is. Can anyone help me resolve this spacing issue? I'm writing official documents that need exact spacing measures.

    Many factors affect the "height" of each page: Widow/Orphan control, Keep with next, Keep lines together, line spacing, spacing before/after (Paragraph formatting). Word doesn't provide full control over what fits on a page. This is all covered in Suzanne's article at http://wordfaqs.ssbarnhill.com/BottomLine.htm.

    I assume when you disabled "Widow/orphan," you also checked for "Keep with next" or "Keep lines together" in the paragraph that breaks to the next page? For more, see http://wordfaqs.ssbarnhill.com/BottomLine.htm

    Are you referring to excessive space that appears to be part of the footnote separator? Or are you referring to space in general between the start of the separator and the end of the body text above it?

    Sometimes it is difficult to tell for sure what is taking up extra space, but displaying nonprinting marks will provide some clues. Use the ¶ icon on the Home tab.

    If you want to, you can share a representative sample document with the forum. Make a copy of an affected document, remove any sensitive content from the copy and upload it to OneDrive or Dropbox and post a link to the file here.

    To remove space in general between the start of the separator and the end of the body text above it!

    The first image is what it looks like, after I've configured the spaces under the separator, to have no spaces, while the Widows & Orphan Feature is deactivated.
