Getting billed for Basic Monthly when I already have Office 365 annual plan

I started getting a monthly bill for "Basic Monthly $24.99" about four months ago on my credit card and tried to investigate what it is with no luck. I could not find out what it is for or why I would have activated it. I already have an annual plan for Office 365. Seems like double billing and cancelled it. Now trying to get more answer and refund and there's no way to contact Microsoft.

Call the 877 number and auto attendant says all tech support needs to go to help.microsoft.com. Go to that site and get stuck in endless circles of help articles, contact support and it leads back to help articles. There's no way for a customer to contact Microsoft to figure out why they're charging me.

The Basic serve started around the same time my annual 365 plan renewed.

What's going on? How do you talk to Microsoft to figure out why they're charging twice?
