3D stretched circle

Microsoft Paint. How do I illustrate a circle represented on a 3D drawing, using a circle image as a base to stretch it into a 3D view drawing? I would think of placing a horizontal line across the center of the circle, and as I tilt one side the image would show a tilt in circle, according to the degree chosen. How does paint do this?
