As per your description, Files in the Recycle bin are counted against the total storage of user’s OneDrive storage limit. Firstly, if possible, could you please check your OneDrive recycle-bin if there are any items and clean it via go to OneDrive online, click Recycle bin in the left pane of your OneDrive library. You may further check the **Second-stage recycle bin (**this option is available at the bottom of the Recycle bin page). ****to make space.
Also, if possible, could you please Unlink and re-link OneDrive and see if there is any difference.
If above doesn't work from your side, then I think this issue might be raised by your local environment (Settings, Registry).
Given this situation, I would suggest you follow the methods below and see if they could help in your scenario:
1.Perform aClean Boot under your Windows, and check if issue persist.
2.Maybe the local settings had affected the application. Thus, we would like you to check whether the issue is related to your user profile. In this situation, we suggest you Create a new user account under your Windows. See if it still alerts you with the same error message. It is worth trying because it will help you narrow down whether the issue is caused by a specific corrupted user profile.
