I can't open my windows setting after windows cumulative update

Recently, I've updated my windows. The update process was looked fine. But after updating, I can't open my windows setting. I don't know what exactly my update version. Based on winver the OS build is 19042.421. I've done several fixing steps from the internet. But, no one can fix my issue. So, what should I do?

    Since Windows 10 Build 19042.421 is Beta Channel, it may appear some problems, I recommend you roll back to previous version.

    Hello,

    Try to re-register Settings app:

    1. Open administrative Windows PowerShell.
    2. In PowerShell window, type/paste following cmdlet and press Enter key:

    Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}

    1. Let the command complete.
