Error code: 0xE0001462 Shared Notebooks not Syncing

I have 13 shared OneNotes with various work groups across my organization. On 9 of them, I am receiving the following error message in the desktop app:

OneNote can't sync your notes right now. We'll keep trying. (Error code: 0xE0001462 bukxq 40008 | edbfb7eb-ea15-4b46-a42d-76f3cf9cb932 202506041239)

I have already consulted and tried following the steps in this article https://support.microsoft.com/en-us/office/fix-issues-when-you-can-t-sync-onenote-299495ef-66d1-448f-90c1-b785a6968d45 

I am unable to download the OneNote Diagnostics Tool because my organization does not give us permission to download things. I can't find any other information on this specific error. These notebooks sync fine for other team members accessing the same notebook.

    You've already followed the official Microsoft troubleshooting guide, and you're unable to use the OneNote Diagnostics Tool due to download restrictions. Since the notebooks sync fine for others, this suggests the issue is likely local to your device or profile.

    Please follow these steps to force a Manual Sync

    • Open OneNote.
    • Press Shift + F9 to force a full sync of all notebooks.
    • Check if the error persists.

    BTW, have you tried contacting your IT administrator? He could help you with the installation of the OneNote Diagnostics Tool.
