Yesterday, I tried to reset the password of another outlook account, it tells me verify with a code, i tried with my phone (doesn't work tells me to try another method), I try my email, receive a code, put it in, it accepts it and tell me to verify with a second method (????). When I try to send a code for a second email it tells me too many passwords and i have to wait tomorrow. Today i try it again AND IT DOES THE SAME THING ! I am exhausted and really need my account back. I still have access to the email on several devices and have access to all my recovery emails/phones and just need to reset my password. Thank you very much !

If you already have access to your alternate email and phone but the codes are not being accepted and you are stuck in a 24-hour loop, this usually indicates a temporary block placed by Microsoft’s security system after multiple attempts. While it normally clears within 24 hours, in some cases it can take longer. I recommend waiting another full day without making additional reset attempts, then trying again from a different browser, device, or network to avoid cached data or IP-based blocks.

As you already know, account recovery does not work, if you are using two step verification.
My understanding is that it will be difficult to get help from support with these things. However, you could definitely try. Go to https://support.microsoft.com/en-us/home/contact .
If two-step verification is enabled, you must complete the reset using the registered security information (phone number, alternate email, or authenticator app). The recovery form will not bypass this. If you no longer have access to those methods and the reset keeps looping, the only option is to contact Microsoft Support directly at https://support.microsoft.com/contactus so they can review your account and help you regain access.

Microsoft sometimes requires two verification methods when resetting a password for security reasons. If one method fails or shows too many attempts, you’ll need to wait 24 hours before trying again. Since you still have access to the account on your devices, go to https://account.live.com/password/reset and follow the recovery flow carefully. If it continues to loop or reject valid codes, use the Account Recovery Form at https://account.live.com/acsr and provide as much information as possible to verify ownership.
