Why doesn't NumLock work after Windows 11 update?

I have a user that we just updated to Windows 11 (Enterprise). Everything works except for NumLock. It happens on the laptop keyboard as well as external keyboards. We have run all the Windows updates, driver updates and restarted the computer (HP ZBook Power G9). The only way I have found to get to work is to use press the Numlock key on the onscreen keyboard. This is only a temporary fix, and the user has to access that onscreen keyboard multiple times a day. Is there a permanent fix?

There was no option to check/uncheck for fast startup. It wasn't found in Control Panel or in Settings.

In any File Explorer window, type in Control Panel\All Control Panel Items\Power Options\System Settings to go directly to the options for system shutdown, power button behavior etc. (File Explorer will suggest locations as you type which makes the task a bit easier.)

You may have to click a link to show more options next to anUser's image icon.

"Turn off fast startup (recommended)" should be available from there.

    Hi,

Fast startup messes with how NumLock stays on after you reboot your computer. You know, it's one of those annoying things that just doesn't remember the setting right.

    • Here's how to fix it. Head over to the Control Panel first. Then find Power Options. Click on Choose what the power buttons do.
    • Now, you'll see a link that says Change settings that are currently unavailable. Go ahead and click that.
    • Uncheck the box for Turn on fast startup, even though it says recommended. Yeah, sometimes those recommendations aren't helpful.
    • Hit Save changes when you're done.
    • Reboot your machine and check if NumLock works like it should now. That usually does the trick.
