Windows update refuses to do anything

Started with Microsoft Store. I went to download an app. Download fails, and a message says "we're aware of the problem and trying to fix it." That was a long time ago. Months, not days.

During the same time, Windows Update also refuses to work. Since the two are linked, I assume it is the same problem. I get Download error 0x80004002 and an opportunity to retry but, of course, that also fails.

So run the update troubleshooter, right? Not optimistic since no trouble shooter has ever solved anything, but why not? Pessimism is justified because "The Windows Update diagnostic failed to run."

What now?

    I sort of figured it out. Still don't know what was actually wrong, but on the theory that if one service isn't running, others may not be as well, I just started over with a cold reboot. Now update works.

    Make sure Windows Update and Background Intelligent Transfer services are available and running.

    Press Windows key+R to open Run then type: services.msc

    Press Enter to open Services app

    Double-click Background Intelligent Transfer Service.

    If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart

    Double-click Windows Update.

    If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart
