Please test with an external monitor

Connect your laptop via HDMI to a TV or external display.

    Then boot into BIOS again.

If the external screen looks normal, your laptop LCD panel or cable is at fault.

If the glitch appears on both screens, the iGPU (inside CPU) is likely failing.

    Run a hardware test after.

Dell has a built-in hardware test:

    Power off your laptop.

    Hold Fn, then press Power.

Wait for the Dell ePSA diagnostics to start.

Watch for video tests — if you see artifacting or flashing, note any error codes.

If you get a Video card failure or LCD error, that confirms it.

Can you please try to boot to the BIOS and see if it glitches there as well?

Boot into BIOS (press F2 at startup).

If BIOS looks normal, it’s software or driver-related.

If the glitch also shows in BIOS, it may be hardware (panel or GPU).
