    Hi, I'm Bernard, a fellow Windows user. I'm happy to help!

    I understand the issue you have. There is nothing to worry about. I am here to assist. Based on the error you have, it is from Microsoft Photos. When you open Photos, do you have any issues? While waiting, I recommend repairing all the built-in apps by following the steps below:

    Repair Built-in apps:

    Open Terminal (Admin) or Windows PowerShell(Admin) (Press Windows key + X then click Terminal(Admin))

    Copy, paste, and enter the command below:

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    Then hit Enter. Once the process is done, restart the PC and check.

    Note: If the issue persists, I recommend running a system repair on the affected device.

    The error you are encountering, specifically Event ID Error 12 related to the Microsoft Photos application, indicates a failure to write an application setting. The error code -2147023878 typically suggests a permissions issue or a problem with the application itself.

    While this error may not immediately impact the functionality of your system, it is advisable to address it to prevent potential issues with the application in the future. You can try the following steps to resolve the issue:

    1. Check Permissions: Ensure that the necessary permissions are set for the application. You may need to adjust file and registry permissions as outlined in troubleshooting guides.
    2. Reset the Application: Go to Settings > Apps > Apps & features, find Microsoft Photos, and select the option to reset the app.
    3. Reinstall the Application: If the problem persists, consider uninstalling and then reinstalling Microsoft Photos from the Microsoft Store.

    If these steps do not resolve the issue, you may want to check for updates to Windows and the application itself, as updates can often fix bugs and improve performance.
