If you have successfully linked the Production environment to pay-as-you-go billing plan in the Power Platform admin center, try to check copilot -> copilot studio if there are agent level limits set for this agent.
Additionally, copilot studio has operational limits you can read about here, that maybe the reason why your users are experiencing the error (such as 10 sessions per user every 24 hours etc)
