Block emails not working

When using outlook for 365 and I attempt to block an email nothing happens. I highlight a email and select block send and nothing happens. Tried using my regular outlook and I get a message

we could not block sender tray again later

Help please

    To block messages from specific email addresses or domains from reaching your inbox. When you add an email address or domain to your blocked senders list, Outlook automatically moves messages from that sender to the Junk Email folder.
