Based on the issue description. Since you are the only Global Administrator and you are fully locked out, this becomes a tenant lockout emergency, and only Microsoft Support can restore access. The only path forward is to open a support ticket with Microsoft and request a “Global Administrator account recovery / tenant lockout escalation.”
The suggestion here is to open a Severity A (Critical) support ticket with Microsoft. They might have an established process specifically for "Sole Global Administrator lockout" scenarios.
1.Premier/Unified Support Portal (If Applicable).
- If your organization has a Premier or Unified Support agreement, use the designated portal to open a high-severity incident. Requesting to escalate to the Data Protection / Tenant Escalation team because you are the only Global Administrator and you are locked out by a Conditional Access policy.

2.Microsoft 365 Admin Center (If Accessible).
- If you have any other non-admin account in your organization that can sign in (even a standard user), they may be able to open a support request on your behalf through the Microsoft 365 Admin Center
- Go to the Microsoft 365 Admin Center. Navigate to Support > New service request. Provide all the details you shared in your request.

3.Direct Phone Support.
- This is often the fastest way for a complete lockout.
